Can I build a wall and attach it to carpet?

I want to build a wall in my basement. My house inspector found asbestos tiles beneath the carpet, so I'm reluctant to nail through the carpet, through the tiles into the concrete. So, can I use some sort of adhesive to attach the bottom of the wall to the carpet and nail the top and sides of the wall to the existing structure?
