What Photoshop Version is Best for Swirls Plug-ins (Creating Images with Swirls)?

Im Looking for the Best Photoshop Version to Use the Swirls Plug-ins to create Graphics/Images With Swirls in.Im new with photoshop..i used to use paint shop pro..but it's not that pro lol....so i tought you guys could help me out a litle.Thanks so much! :)
