Where can you purchase hay by the minimum?

I'm building a small cat house to help out the kitties in the backyard to shelter them from the cold months. My friends say hay are the best option (instead of blankets as they steal heat). Everywhere I look online sell them by the bale I guess for farms and stuff. I just need a little bit - where can I find it?
