At what age can i choose which parent to live with?

i am 16 years old and i've lived with my mom my entire life until i recently moved with my dad in november of 09'. things here arent really what he said it would be. i want to get a job & my permit so i can learn how to be responsible & basically start my life off little by little ; He doesnt even let me do that. he is basically holding me back from everything. i stay in the house LITERALLY 24/7 because he doesnt want to give me a ride or money. how can i go out & live a regular teenagelife with a parent like this. he even strangled me once and banged my head against the floor while spitting in my face, right in front of my boyfriend. it was so embaring. recently there were days when my cousin came down to visit me & we had to starve ourselves for more thatn 5 days because there was nothing to eat & if there was food to cook, there were missing ingredients such as milk, chicken, pasta, er, etc. & its not like they dont have the money for anything. my dad works in a lab, testing on animals & my stepmom works in the whitehouse. i want to move back with my mom. i was so happier there, plus i have a little sister back with my mom & she is everything to me. i want to see her grow up. my mom can provide me with everything i need & more. i love her to death, please tell me how i can get back to her. your answer will be very much appreciated. thank you <3
